Newly declassified transcripts released Monday show the whistleblower had prior contact with congressional Democrats before filing the Aug. 12, 2019 complaint, according to Michael Atkinson's testimony.
The complaint centered on a July 25, 2019 phone call in which President Trump urged Ukrainian President Volodymyr Zelensky to investigate Hunter Biden and prompted a formal impeachment inquiry.
Atkinson testified on Oct. 4, 2019 that the complainant did not check the inspector general form box about prior congressional reporting and self-disclosed being a registered Democrat and prior professional contact with a Democratic presidential candidate.
Atkinson said his office determined within a 14-day review that the complaint met the statutory definition of an 'urgent concern' and appeared credible, based on interviews and a witness who reviewed call records.
House Intelligence Committee Chairman Rick Crawford said Monday the transcripts had been withheld too long, thanked DNI Tulsi Gabbard for declassifying them, and the committee had voted in late March to release the Atkinson transcripts after an ODNI review.
