Texas Attorney General Ken Paxton filed a lawsuit Monday in Tarrant County accusing ActBlue of deceptive practices that allowed fraudulent and foreign donations and seeking injunctions and penalties.
The suit follows an investigation opened in 2023 and a House interim report that said ActBlue employees invoked the Fifth Amendment at least 146 times during depositions between July and December 2025.
Paxton's investigators said in February 2026 they made three donations on ActBlue using false identities and prepaid gift cards that reached the Democratic National Committee and two Texas campaign accounts.
Paxton's filing and committee materials say ActBlue processed roughly $1.78 billion in donations in 2025 and handled roughly $16 to $19 billion for Democratic and progressive causes since 2004.
The lawsuit seeks injunctions banning gift cards and prepaid debit cards, $10,000 in civil penalties, attorneys' fees, and additional monetary relief that the state said could top $1 million.
