The probe was prompted by a formal complaint to the DHS Office of the Inspector General from a man identified as Robert B., who said he spent about $40,000 on Varvaro.
Varvaro denied the allegations as the work of a "mad ex-boyfriend," and the DHS OIG said it neither confirms nor denies specific investigations.
The complaint detailed trips to Aruba, Italy and Switzerland and alleged purchases including a $3,500 Bottega handbag, and the complainant said he witnessed marijuana use and Xanax use.
Varvaro remains on administrative leave and is no longer serving in her capacity as a deputy assistant secretary while the OIG reviews the complaint.
