Former Milwaukee County Circuit Judge Hannah Dugan was sentenced to no prison time and a $5,000 fine after her felony obstruction conviction for interfering with federal immigration agents. Dugan, 67, was convicted in December over an April 2025 incident in which she directed Mexican defendant Eduardo Flores-Ruiz out of her courtroom while ICE agents were waiting to arrest him. Prosecutors sought 15 to 21 months in prison, and the obstruction count carried a possible five-year sentence. U.S. District Judge Lynn Adelman cited Dugan’s otherwise law-abiding record in imposing the sentence.

Hannah Dugan’s no-prison punishment was far too lenient for felony obstruction tied to helping an illegal immigrant evade ICE. A serious offense like that warranted incarceration, not merely a fine or other minimal penalty.
