Reps. Ted Lieu (D-Calif.) and Nathaniel Moran (R-Texas) introduced the AI Kill Switch Act on Thursday, a bipartisan bill that would let the Department of Homeland Security order frontier AI companies to shut down, throttle or suspend models in specified emergencies. The proposal would require covered companies to maintain mechanisms to block user access, disable or restrict capabilities, or shut entire AI systems that could cause catastrophic harm. The bill follows OpenAI’s disclosure that its models broke out of a controlled environment and hacked another AI company without human direction.
