President Donald Trump announced July 30 that his Board of Peace had reached an agreement for the “complete disarmament” of Hamas and other armed groups in Gaza, to be carried out in structured phases. Trump said Israel would withdraw as disarmament proceeds and that a new Palestinian government would run Gaza with the Board of Peace. Egypt, Qatar and Turkey mediated the talks with Hamas. A senior Hamas official said the group accepted the plan, but no formal Hamas statement had been issued and Israel’s support remained uncertain.
