Tropical Storm Bertha formed Monday evening in the Gulf of Mexico south of the Florida Panhandle, becoming the second named storm of the Atlantic hurricane season. At 8 p.m., Bertha was about 110 miles south of Panama City, Florida, with maximum sustained winds of 40 mph and was moving west-northwest at about 3 mph. Tropical storm watches were issued for parts of the Gulf Coast, with New Orleans potentially seeing tropical storm conditions by Wednesday. Forecasts warned of 2 to 8 inches of rain, flash flooding, storm surge, dangerous swells and damaging wind gusts.
