What happened
The Trump administration has started sending $500 refunds to more than 950,000 Affordable Care Act enrollees in 30 states. The money is going out by check or direct deposit to people using HealthCare.gov, the federal insurance marketplace. The administration says Biden-era user fees overcharged those customers and left surplus exchange funds. Critics and health policy experts say the payments look like election-season damage control and do not solve rising premiums. The checks come just over a month before the midterm elections. They also follow the expiration of enhanced ACA premium subsidies, which pushed costs higher for many consumers. Eligible families may receive more than one payment. Recipients will also get a signed letter from President Trump. The payments are limited to federal-marketplace states.
