The Senate voted 86-11 on Friday to pass the Lindsey O. Graham Sanctioning Russia and Iran Act of 2026, sending the long-stalled Russia sanctions package to the House. The bill would require sanctions on Russian officials, oligarchs, banks, state-owned companies and shadow-fleet vessels tied to Moscow’s war in Ukraine. It would also authorize President Donald Trump to impose tariffs of up to 100% on goods from the five largest importers of Russian oil or gas. Graham championed the measure before his July 11 death.
