President Donald Trump signed two executive orders on Aug. 6 seeking to limit birthright citizenship, including one targeting so-called birth tourism and another narrowing which U.S.-born children of foreign parents qualify for citizenship. The move follows a June Supreme Court decision rejecting his broader executive action on birthright citizenship. The new orders use narrower categories of noncitizens and foreign parents, but civil rights groups and constitutional scholars say they are likely to face immediate court challenges under the 14th Amendment.
