What happened

The U.S. Senate blocked a Democratic resolution that would have required the State Department to report on the killings of nine Americans in the occupied West Bank and on Israel’s treatment of Palestinian children in military detention. Senator Chris Van Hollen led the measure under a law that lets senators force human-rights reports on countries receiving U.S. security assistance. Supporters said Washington has struggled to secure justice, while opponents rejected using the process to pressure Israel and called the measure partisan. Van Hollen said it sought accountability; Republican Senator Steve Daines said senators should stand with Israel against Iranian-backed terrorism. The vote does not cut aid, but a report could have led to later restrictions.
