Federal prosecutors charged Manuel Hernandez, 46, on Monday with two counts of misconduct or neglect of a ship officer resulting in death after a speedboat capsized in New York Harbor. The boat overturned near Liberty Island around 10:25 p.m. Saturday during a Statue of Liberty tour, killing a 27-year-old mother and her 5-month-old daughter while 12 others were rescued. Investigators said the vessel was an illegal charter carrying 14 people, was overcrowded and lacked required safety equipment, including child life vests.
