Manuel Hernandez, 46, of Manhattan, was arrested early Sunday and charged with 13 counts of reckless endangerment after the 22-foot Bayliner he was operating capsized in New York Harbor near Liberty Island. The boat overturned around 10:25 p.m. Saturday while carrying 14 people, sending everyone aboard into the water and prompting a multiagency rescue. Police divers recovered Sara Sanchez, 27, of College Point, Queens, and her 5-month-old daughter, Antonella Garcia; both were pronounced dead at NYU Langone Hospital—Brooklyn. The U.S. Coast Guard is investigating whether the vessel was operating as an illegal charter.
