Talwani cited the Supreme Court’s recent decision in Trump v. California in finding the League of Women Voters’ claims not likely to proceed as ripe. She also found USPS violated her injunction by finalizing related regulations, but declined to withdraw them. Democratic-led states filed a new challenge the same day.
